    Ouch.
    Are these issues that maybe are “deferred maintenance”? In otherwords, is the inspector worried you aren’t keeping it up well enough?
    The exposed wiring does seem like an issue, perhaps it was overlooked in the past.
    For the gas pipe – is it capped? You should be able to cap it, and have that OK’d (hopefully). I’ve had issues with gas lines which are not terminated too (i.e. could open the switch and gas just goes into the basement).

    Sometimes people find things because they are expected to find things. If an inspector kept coming back and reporting that everything was fine, it might not look as good to his superiors. But when he can give a list of (relatively) minor fixes everytime, it looks like he’s doing his job.

    Not saying that’s what’s happening here, but it’s a possibility.
